Need to upgrade the core Data Loss Prevention framework

Prior to performing any upgrade you should always take a proper backup first.

**This guide is for a Major Release or Release Update(RU) and does not apply to Hotfixes(HF) or Maintenance Packs(MP).**
**Note: When upgrading from DLP 16.1 to 25.1, the upgrade must be applied to Detection Servers first, before upgrading Enforce.
All previous versions upgrade Enforce first, then the Detection Servers**
*** Note: as of DLP 16.1 TLS 1.3 is the default protocol being used. Please be sure your servers and network support this. See Platform Features in DLP 16.1 for more detail.
