A resource doesn't appear in the Staffing Conversation mention

Issue/Introduction

Some users are not being displayed when going to the Modern UX Staffing page. After expanding a role and selecting an investment, then going to the Conversations tab, some resources that are part of the investment team are not suggested when typing any part of their first or last name.

Environment

Release 15.9.3, 16.0.0, 16.0.1, 16.0.2 

Resolution

Although the new 'Staffing' Workspace has been introduced in 15.9.3, the @mention functionality for Staffing Conversations still relies on generating a list of available people to mention having the 'Staffing Plan - Navigate' access to the Telescopic Staffing Plan Workspace. This will be changed in a future release as part of enhancements to the Conversations functionality.
