Issue/Introduction

Rates and costs are not populating correctly in Microsoft Project (MSP) or Open Workbench (OWB)  for newly added resources. The costs are being calculated using an incorrect rate of $0 or $1 depending on the project. 

Steps to Reproduce:

  1. Create a project and associate it to a rate matrix
  2. Staff a resource to the team (having a rate of $50 in the rate matrix)
  3. Create a task and assign a resource with 2 hours of ETC (or any other non-zero ETC amount)
  4. Export the project to Microsoft Project

Expected Results: The rate on the resource sheet is $50 and the calculated cost for the task is $100.
Actual Results: The rate on the resource sheet as well as the calculated cost for the task is $0. 

Note: The rate on the actual results will be either $0 or $1 depending on where the resource was added (either in MSP/OWB or Clarity) and whether other resources on the same project have records in the NBI_PROJ_RES_RATES_AND_COSTS table.

Cause

This is working as designed and is due to there not being a rate in the NBI_PROJ_RES_RATES_AND_COSTS for the resource and project combination. A rate must exist in the NBI_PROJ_RES_RATES_AND_COSTS table prior to exporting the project to MSP or OWB so that the resource rate can be exported as well. Once rates are populated in this table and exported to MSP/OWB, they will reflect the correct rate and calculate the expected costs. 

If rates have changed for a resource you may see the old rate in MSP or OWB as well.

Resolution

  1. In order to populate the NBI_PROJ_RES_RATES_AND_COSTS table, the Rate Matrix Extraction job will need to run.
    OR
  2. Alternatively, the on-the-fly Rate Matrix setting can be enabled under Administration - Health Report - Application tab. This is a system->wide setting. When the on-the-fly Rate Matrix setting is enabled, the rates will populate in the NBI_PROJ_RES_RATES_AND_COSTS table as soon as the resource is added to the team AND Update Cost Totals is run from the Actions drop-down menu on the Team tab.

    IMPORTANT: Impact of enabling this on-the-fly setting:

    If using Clarity to track time, the post timesheets job can take a long time to run.
