NSX upgrade plan in the upgrade coordinator shows error during NSX upgrade through SDDC Manager

VCF deployment, NSX is managed via SDDC Manager.
The test fails due to NSX upgrade plan consistency error:
- Description: Check if NSX upgrade plan in the upgrade coordinator is consistent
- Health Status: ERROR
- Error Description: NSX upgrade plan in the upgrade coordinator is inconsistent - the system and target versions are the same but the overall upgrade status is not 'SUCCESS'. This may cause problems during the next upgrade.
- Impact: Do not perform upgrade without addressing the issue
- Remediation: Ensure that the hosts managed by this NSX are powered on and connected to it, and restart the upgrade coordinator to refresh the overall upgrade status. If the previous NSX upgrade has failed, retry the upgrade.
In NSX Manager, the Upgrade tab (System -> Upgrade) may not have any content (page may be empty)

Please make sure the service install-upgrade is running on NSX Managers:

SSH to any NSX Manager as admin to identify the orchestrator node
If the service is not running on any Manager, start it:
start service install-upgrade
