Time stamp in above example shows 10 mins delay to complete vib installation.

This is host specific environment issue where host is taking more time to carry out vib installation. NSX parses the response from ESX webservice. The webservice timeout on esx side so manager is marking it as failed.
Work around
Select the error check box and use the RESOLVE option to re initiate the workflow which should fix the issue.
