This issue occurs because the mandatory pre-check in NSX does not complete as the backup API is not responding.
To resolve the issue, make sure NSX back up is configured correctly and you are able to take backups of the NSX manager successfully.
If the above steps in this KB do not resolve the issue, raise a support ticket with Broadcom support selecting NSX as the product.
