During the creation of VMs or VNICs for VMs bound to an NSX segment, the corresponding segment ports remain in state "in progress" and the deployment task does not complete.
In the logfile /var/log/proton/nsxapi.log on NSX managers, you can observe lines similar to:

VMware NSX in versions 4.0.0 or 3.2.1
The segment's creation did not complete due to an exception in the Grouping workflow, making it stall indefinitely on the failed RPC query, so the creation of ports on this segment also cannot complete.
This issue is resolved in VMware NSX versions 3.2.1.1 and 4.0.1, available at Broadcom downloads.

You can restart the Controller service on all the management nodes in order to resume the segment and port creation workflows, this can be done by running the shell command:
