Users automation/concourse fails to download buildpack updates with error:

ERROR: Downloader.Get: could not create new download link in get: 403 - User not entitled to download files from this release' when attempting to download buildpack.

The automation account the user is utilizing lacks the needed/appropriate entitlement.
