Cloning or Deploying VM from Template fails with "PBM error occurred during PreCloneCheckCommonCallback: Server returned error: 503 Service Unavailable

Issue/Introduction

When attempting to deploy a VM from a template or clone a VM the process fails with error "A general system error occurred: PBM error occurred during PreCloneCheckCommonCallback: Server returned error: 503 Service Unavailable "

During the cloning or deployment configuration the Select Storage step has a blank VM Storage Policy dropdown that cannot be opened with an error to the side of "Failed to get paginated result from the provider"

vSphere 8.x

Cause

This is caused by expired vCenter machine and STS certificates.

Resolution

Renew the vCenter machine and STS certificates as per KB 344201 and/or KB 318767
