Error: Index is currently out of sync, system is trying to recover. INDEXING_FAILURES (Error code: 60515)
This issue is resolved in VMware NSX 9.0, available at Broadcom downloads.

Workaround:
A resync may be forced by running the following command on all three NSX Managers appliances: start search resync all
Note: The process may take several hours to complete.
