Replication not getting re-establish post 11.1 upgrade

Issue/Introduction
After upgrading the gateway, replication has not being re-established in one of the clusters.
Business requirements state that skipping the replication of counter table is not an option due to quota being applied.
Environment
API Gateway 11.1
Cause
There was a duplicate entry in the counter table.
Resolution
1. Shut down the gateway nodes
2. Manually rebuild replication using KB44402
