NSX-T Infrastructure service "nsx-cfgagent" down

Issue/Introduction
Symptoms:
- Infrastructure service down
- The service nsx-cfgagent has been unresponsive
- Alarm says "Verify nsx-cfgagent service is still running by invoking `/etc/init.d/nsx-cfgagent status`.
Environment
VMware NSX-T Data Center
VMware NSX-T Data Center 3.x
VMware NSX-T Data Center 3.x
Cause
Bug in software
Resolution
Resolved in NSX-T version 3.1.3
Workaround:
If the service is reported as running, it may need to get restarted which can be done by
/etc/init.d/nsx-cfgagent restart
Another option is to stop and start the nsx-cfgagent service on the reporting ESXi Transport Node
/etc/init.d/nsx-cfgagent stop
Wait half a minute
/etc/init.d/nsx-cfgagent start
