SDDC Manager incorrectly defaults to Subscription Licensing Mode after upgrading to VMware Cloud Foundation 4.x or 5.x on VxRail

Issue/Introduction

Following an upgrade of VMware Cloud Foundation (VCF) to versions 4.x, 5.0, or 5.1, the SDDC Manager licensing mode automatically and unexpectedly switches to Subscription Mode.

Environment

VMware Cloud Foundation 5.0
VMware Cloud Foundation 4.x

Cause

This is a known issue specific to VCF on VxRail environments. If the environment is upgraded to the affected VCF versions without explicit license keys added prior to the upgrade, the system's fallback behavior defaults to Subscription Mode instead of retaining the Perpetual state.

Resolution

There is currently no permanent resolution for this behavior. VMware engineering is aware of this issue and it is scheduled to be addressed in a future release of VMware Cloud Foundation.
