User Access Rights and User Access Rights Detail reports need improvements

Issue/Introduction

User Access Rights and User Access Rights Detail reports will throw a non specific error message on large system when run wide open

Steps to Reproduce: 

1. In a large clarity system, make sure the reports User Access Rights and User Access Rights Detail are correctly applied in PMO and not Upgrade Ready.
   • Check User Access Rights and User Access Rights Detail reports throw RPT-0020 when in Upgrade Ready
2. Go to Clarity Home - Reports and Jobs
3. Run the above two reports wide open

Expected Results: More filters to be required so the reports can work

Actual Results: Error in UI:  RPT-0020 Error occurred when downloading the report User Access Rights

If we run the same reports from Advanced Reporting with the same criteria, we have a message that we hit the maximum 500 pages limit

Environment

Jaspersoft 8.x with all supported clarity release 

Cause

These reports are very large and required to be filtered, for example by Resource Manager

DE79682, fixed in Jaspersoft 9.x
