When a content folder is added, edited, or deleted on any Messaging Gateway standalone Control Center that has no Quarantine server attached to it, the BrightmailLog.log reports an error:
Could not connect to broker URL: ssl://[HOST_IP]. Reason: java.net.ConnectException: Connection refused (Connection refused)

This issue is addressed by applying patch 10.8.0-293 or updating to a later release.
