MSP: 'An error occurred while opening CA PPM project'

Issue/Introduction

After deploying the Clarity MSP Connector, an error is received trying to launch:

"An error occurred while opening CA PPM Project in Microsoft Project. Please try again."

Release : 16.0.3

Resolution

The problem may be due to a bad install, or if an install package is being used, a bad package.

Please ensure all steps are completed as documented.

If using a package to deploy the install, also ensure that performing a basic install without the package works or not.
