After loading the Identity Governance Reports into CA Business Intelligence (CABI) JasperReport Server, the steps below were followed:
1- In the Identity Governance portal, navigate to Reports, View Reports.
2- Select a Universe --- ConnectedUniverse ---
3- Select a report that you wish to generate and view --- Users overview ---
However, only a blank page is displayed. (No report parameter options).
Using Wireshark (between IG server and Jasper Report server), there is no evidence of an attempt to establish a connection.

There are a number of possible causes for this issue.
1. The restriction could be on the network level - ensure no Firewall is blocking the communication between Jasper Report Server and IG.
2. Another possible cause is a web browser restriction, ensure the web browser trusts the Jasper Report Server host and allows traffic to and from it.
3. Proxy settings in IG. Try enabling the flag in settings "reports.proxy.enabled" to "true".

In the 14.3 CP2 vApp build, a patch ("HF-DE517387-20210811-001.tgz.gpg") is required on all nodes, before enabling the flag in settings "reports.proxy.enabled" to "true"
This patches the report proxy configuration in web.xml.
The patch is only suitable for customers with IG 14.3 CP2 and SQL Server as DB.
