GIM69168E error when trying to Apply Product

Issue/Introduction
We are trying to install Datacom Server 15.0 in our test region and it keeps failing in the Apply step/job when tried with both CA Recommended Service and CA Chorus
Getting the same error with both CA RS and CA CSM:

BPXF150I MVS DATA SET WITH DDNAME SMP00007 SUCCESSFULLY COPIED INTO BINARY HFS FILE /<sysid>/users/DATACOM/dbsrv/lib/CADCDB32.
BPXF173E RETURN CODE 0000008B, REASON CODE 0924041A. APF ATTRIBUTE CANNOT BE SET FOR FILE /<sysid>/users/DATACOM/dbsrv/lib/CADCDB32.
Resolution
To further diagnose the error, refer to the IBM documentation on BPXF####E and navigate to z/OS UNIX reason codes and grab the last halfword reason code. This case it would be 041A
or
in omvs, issue bxpmtext follwed by the whole reason code --> bpxmtext 0924041A
The error indicates
"BPXMRXAT 12/05/14
JRAPFNotAuthorized: The chattr function can not be performed to change the APF
attribute because the caller is not permitted to the BPX.FILEATTR.APF facility
class.
Action: If the user is allowed to use chattr to change the APF attribute, the
user must be permitted to the BPX.FILEATTR.APF facility class."
It was determined that this was a security error. Issue resolved after the security team granted client access to the IBMFAC resources. Top Secret message in the job output;

Additional Information
Although this was for Datacom Server, this could happen to any Product or PTF when trying to APPLY.
