CICS Startup fails due to missing ENF phase messages followed by ACF2 or Top Secret error messages

COMMON SERVICES FOR Z/OS Top Secret ACF2

Issue/Introduction

We installed CICS v5.6 and upon the CICS region startup we see the ENF interface is installed
DFHXS0206 - CA-ENF INSTALLING THE CICS INTERFACE
However, no phase messages from ENF are issued

Top Secret issues the following messages before the region fails. 
TSS6093I - TSS/CICS Initialization Phase 0 started.
TSS6094I - TSS/CICS Initialization Phase 0 complete.
Followed by:
TSS9410E UNKNOWN CLASSNAME (MCICSPPT) FOR SVC (RACHECK )


ACF2 may issue the following equivalent messages depending upon the rules in place:
ACFAE040 - ACF2/CICS PHASE 0 INITIALIZATION STARTED 
ACFAE041 - ACF2/CICS PHASE 0 INITIALIZATION ENDED
Followed by:
ACF04056 ACCESS TO RESOURCE resourcename TYPE SAF BY lid NOT AUTHORIZED 
Where resourcename = MCICSPPT

 

 

Environment

Release : Common Services r15.0, Top Secret or ACF2

Component : ENFCIC, TSSMVS, or ACF2 

CICS 5.6 (CICS/TS 73) 

 

Cause

The commands for the full implementation of the necessary ENF for CICS maintenance had not been issued. 

Resolution

Ensure that the following instructions listed in the ENF/CICS maintenance are performed:
"Apply the PTF to the system via SMP.
Stop and restart ENF with a S ENF,,,REINIT.
Issue the command ENF REFRESH(CASESSI,CAS9CICS,CASXCICS)
or IPL the system.
Add xx to the CICSREL statement in ENFPARMS to load
CAS9Cxx into common storage." 

xx=the CICS release "73" for CICS56 (CICS/TS 73)   

ENF Parms:
MODE(CICS,ON)
CICSREL(73)  - will load the necessary module CAS9C73 into Common Storage.
