When starting CICS, the Top Secret messages confirming that phase 0, 1, and 2 started and completed are not generated. Without these phase messages, security is not properly installed in the region and unpredictable results can occur, including:

when users submit jobs via the CICS internal reader.

Check the following:
1. Was ENF up completely at the time the CICS region was started?
2. Is all of the Top Secret and Common Services compatibility maintenance for the CICS release applied? The compatibility matrix for CICS can be found here:

3. Is the correct CICSREL parameter specified in the ENF parameters? The CICSREL parameters settings for each CICS release are:

4. Is MODE(CICS,ON) in the ENF parameters so that ENF hooks automatically attempts to install in CICS regions that correspond to the values in the CICSREL parameter (ie CTS 5.5 for CICSREL(72) )?
5. Is the Common Services library in LINKLIST? - If not, it should be in the CICS JCL with a CENFLIB DD card.
6. Does the CICS start up proc have any old Common Services or Top Secret libraries in the STEPLIB or DFHRPL concatenations?
7. Is KO50DCM2 defined in the ENF parameter file?
8. Is the Top Secret FMID (CAKOG01) for CICS installed? (Make sure there isn't an old Top Secret library in the DFHRPL or STEPLIB in the CICS startup proc.)
