While trying to create new CI we get the error "AHD05519:Error in MDB Registration: (Cora not initialized yet!)"

Creating new CI/Editing existing CI fails with error "AHD05519:Error in MDB Registration: (Cora not initialized yet!)"
Logs have entry as:

SERVERNAME mdb_registration_ 9992 ERROR mdb_registration.c 937 CORA Error Message:Cora not initialized yet!
SERVERNAME mdb_registration_ 9992 ERROR mdbreg.c 160 ca_reg_init failed (Cora not initialized yet!)
SERVERNAME web:local 5600 ERROR freeaccess.spl 25936 update checkin of nr:56XXX failed: AHD05519:Error in MDB Registration: (Cora not initialized yet!)
Issue can be because of multiple reasons:
-> 1. Being MDB database disconnection, were restarting the services will fix the issue.

-> 2. Anti Virus blockage will also cause this issue. Were SDM will work fine but only CORA fails.
Disabling Antivirus will fix the issue or make sure the required port are not blocked.
