SMP/E Internet Service Retrieval failing - GIM69207S (Connection refused) UnknownHostException

Issue/Introduction

Internet Service Retrieval fails trying to connect with rdownloads.broadcom.com via https.
Also getting: java.net.UnknownHostException: eapi.broadcom.com .

Running at SMP/E Level 36.101 on z/OS V2R2.

...The job then ends after 10 retries with a condition code of 12.

Cause

SMP/E code is back leveled.  In particular the following Java program file handles parsing the <dataURI> from the server's response:

/usr/lpp/smp/IBM/GIMJVXMP

Resolution

The following NOTE is documented in the related documentation:

If running at or above the minimum required SMP/E level, verify you are picking up the correct version of GIMJVXMP.

If necessary, contact IBM for additional guidance.
