Phoenix Theme does not work after upgrade

Clarity PPM On Premise
After upgrade the Phoenix UI doesn't appear to be working. It's looks very messy, how can I fix this? Another environment of mine works. Recreating the theme does not help.

1. Restart the services
2. Clear caches in your browser and Clarity
and then try again.
Sometimes this happens due to a stale cache.
Then also check if other browsers are working.
