When a Client Task Server is uninstalled and then reinstalled on a Package Server, it leaves the services Stopped for the Default Website in IIS.
Running Debug level logging on the Package Server doesn't report any problem with the uninstall or re-install. The only indication that there is a issue is found the the Application Event log. A RestartService command is sent, but no subsequent "Service started Successfully" is logged for the w3svc service. There is no message in the Event logs that IIS has restarted.

Task Server removal stops IIS services on the uninstall and reinstall The command is sent to restart, but the service does not restart. There appears to be no issue with IIS.
Temporary workaround will be to manually restart the IIS Services for the Default WebSite.
