When sending an email the enduser sees the following pop-up error message:

Symantec Email Proxy

An encrypted SMTP email connection has been detected, but SSL detection has been disabled.

Please see help for more information on how to transmit encrypted email.

1003,13
This can happen if you have enabled encrypted email but have not enabled it in the SEPM.
In the SEPM go into the "Virus and Spyware Protection policy" that is assigned to the group the users having troubles are in. Under "Emails Scans" select "Internet Email Auto-Protect" and click on the advanced tab. Under encrypted connections make sure POP3 and SMTP are checked and locked. Once you have made the change ensure the updated policies populate out to the users and test again. The error should not return.
