Customer has Windows 7 or 8.1 client running the Symantec Management Agent. When the customer opens the SMA GUI, clicks on 'Enable Bandwidth Control' option, the registry key 'Enable Bandwidth Control' under 'HKLM\SOFTWARE\Altiris\Communications' is not getting changed.
Steps to reproduce:
1. Right click Symantec Management Agent Icon and choose Symantec Management Agent.
2. Expand Options on the left and select Enable Bandwidth Control. If already selected, uncheck it.
3. Open the registry (regedit) and navigate to: 'HKLM\SOFTWARE\Altiris\Communications'
Observe that the key 'Enable Bandwidth Control' does not change from 0 to 1 or vice versa.
The functionality of these options does not get activated when the user enables them. They will always act as disabled. - The user is unable to control whether bandwidth throttling occurs or not. - The user is unable to set a temporary total blockout

Known issue. In case if UAC is on: Neither regular user nor local admin can change 'Enable Bandwidth Control' and 'Block Network Activity' options. If user/admin e.g. enables 'Block Network Activity', then UI shows this option enabled only until re-opening of the agent. Please note, that local admin is able to change, for example, HKEY_LOCAL_MACHINE\SOFTWARE\Altiris\Communications\Enable Bandwidth Control registry key. In case if UAC is off: Only local admin can change 'Enable Bandwidth Control' and 'Block Network Activity' options. Regular users cannot change these settings even if UAC is off.
This issue has been reported to the Symantec Development team and will be fixed in ITMS 7.6.
The refreshed Agent UI has an administrator mode, which is based on whether or not the user is an administrator on the device. If they are, the option to change blockouts on the Agent Settings page is present. If they are not an administrator on the device, the option will not appear in the agent UI.
