Installation of SEPM fails and gives error "Mainthread Engine returned value 1603" in the SEPM_INST log. In Event Viewer we get Event ID : 11708 under Information section for MsiInstaller

Limited permissions to the Users
When Symantec Endpoint Protection Manager installation is initiated it will access the Windows temporary directory. If the Logged in user does not have full permissions on the Temporary directory it will not be able to access it as it will be used for cached data from Symantec installation.
Give full access to C Drive or the temporary directory:
1. Right click on the C Drive and click Properties
2. Go to Security tab Select the logged in user and give full control
3. Click on Add, type Everyone and add the user with full control
4. Reboot the machine
5. And reregister msiexec :
Install SEPM it will get installed successfully.
