Some of the actions from multiple Content Filtering policies may not take place for a message.
This behavior is by design.
When more than one content filtering policy applies to a message, some of the actions specified may not take place as follows:
For example, if you have configured the action of "Strip attachments" for one Content Filtering policy and the action of "Route the message" for another lower priority Content Filtering policy, and if a message triggers BOTH these policies, then ONLY the "Strip attachments" action will apply to the message. If you want BOTH these actions to be applied to the message, then, as a workaround, you should merge the two policies into a single policy with appropriate conditions and add all the desired actions to that policy.
