SEP client installation goes into continuous loop with an error "DoScanRes.dll could not be found" and "DWHWizrdRes.dll could not be found".

Incorrect permissions were set on the following registry entries:
This issue is observed in the MSI SEP install log (SEP_INST.LOG). The following error message in the SEP install log identifies the issue:
"System error 5. Verify that you have sufficient access to that key, or contact your support personnel."
