NSX-T Manager alarms indicating BGP is down when using static routing

Issue/Introduction

• The T0 Gateway(s) are deployed in Active-Active mode.
• Inter-SR routing is enabled.
• Routing to the Top-of-rack is configured using static and not BGP routing.
• You receive alarms indicating BGP is down in the alarm section of the NSX UI
  • "In router xxxxxx BGP neighbor xxxxx (169.x.x.x) is down".
• No functional impact observed.
• If you change the Inter SR iBGP option on the T0 Gateway section to Off, the alarm is resolved.
• If the edge is rebooted, the alarm returns.
  • Networking -> Tier-0 Gateways -> T0 Edit-> BGP

Cause

This issue occurs when BGP is not used to connect to the Top-of-rack and the T0 is in Active-Active mode, Inter SR iBGP is enabled by default, but as there is no BGP configured, this is not functional.

Resolution

This is an expected behavior. 

Workaround:
There are two workarounds that can be used for this issue.

• Enabling the BGP routing protocol in the T0 Gateway. It will enable the iBGP session, which will suppress/resolve the alarms when the BGP session is established.
  • Networking -> Tier-0 Gateways -> T0 Edit-> BGP -> Enable 'BGP'
• Disable the Inter SR option in UI or by using the API
  • Networking -> Tier-0 Gateways -> T0 Edit-> BGP -> Disable 'Inter SR iBGP'
