Host client doesn't work well with NVME controller for unitNumber above 15.

Issue/Introduction

Host client of ESXi 8.0 doesn't work well with a NVME controller in a Virtual Machine of hwversion 20:

1. User cannot add a disk to nvme controller with unitNumber >= 15.
2. If a disk was added to a unitNumber >= 15 via VC client or API/CLI, host client cannot show the full
    information (like disk label) for this disk.
