Error "APIC ID mismatch" on virtual machine when turned on

Issue/Introduction

Provide information to troubleshoot and fix a VM unable to power on with the error "Error: APIC ID mismatch".

Symptoms:

• Virtual machine (VM) fails to power on with the message "Error: APIC ID mismatch".
• Unable to power on VM on APIC ID.

Cause

VM virtual hardware is not providing features required for the guest OS.

Resolution

1. Check the hardware requirements for the VM's guest operating system
2. Check what virtual hardware version has the features needed here: Hardware Features Available with Virtual Machine Compatibility Settings.
3. You may need to consult your guest OS vendor for more information as well.
4. If you need a higher VM virtual hardware version, upgrade the VM's virtual hardware version, follow 
   Upgrade the VM Hardware Compatibility of Virtual Machines.
5. In rare cases, you may find you need to downgrade the VM virtual hardware version. If so, follow Downgrading the virtual machine hardware version in ESXi.
