The PSOD is caused by a known defect in the NSX component nsxt-vsip where a state list queue fails an empty check.
Upgrade the NSX environment to version 4.2.3.2 or higher. Broadcom Engineering has integrated the code correction for the nsxt-vsip module assertion failure into NSX version 4.2.3.2 and higher
