Cannot Power On VCLS VM's on a New vSphere Cluster

Issue/Introduction

Following upgrade/deployment of ESXi hosts 8.0U3 vcls vms appear but do not power on, 

vcls vm's show as in a powered of state with all options greyed out.

In the UI you see the vcls vm cycle from appearing on the host to disappearing.

 By checking the infravisor.log located at /var/run/log/infravisor.log on the ESXi host you see the following error:

Environment

ESXi 8.0U3

Cause

Missing mwait feature on physical host bios.

Resolution

Please enable cpu mwait feature on the server.
