'Convert Idea to Project' and/or 'Create Project from Template' actions might hang

Issue/Introduction

Summary: Performance issue when converting an idea or using a template to create a new project. Intermittent or possible occurrence of this issue based on a factor of combinations. In one use case the Time Slicking job was running when the user tried to create the project from a template. It eventually timed out and did not create the project. 

Steps to Reproduce: 

1. Ensure the Time Slicing job is running, especially in a system where the job is known to run for more than a few minutes, such as at a time when a rollover occurs. 
2. While the job is running, attempt to 'Convert an Idea to a Project' in MUX where you need to select a Template - OR - create a 'New from Template' project. 

Expected Results: The creation of the project should occur in a timely manner. 

Actual Results: The creation of the project might 'hang'.

Workaround: Because it is intermittent, try to create the project again.
