Steps to enable debug logging for the CA PPM Email Notification process. Before proceeding please check in the CSA if "Detect Log Configuration Changes Automatically" flag is checked or not. If this setting is not checked please review the steps below first as we require you to stop and start the BG and APP services for logging to take effect.

Resolution
1) Follow these steps to edit CA PPM application Logger Configuration:
c. Click on Edit Configuration d. Scroll down to Category and click Add Category e. Type the component name: com.niku.union.notification into the Other Name window f. Change Appender to STDOUT. g. Change the Priority drop down box to debug. h. Click the Save button. i. If "Detect Log Configuration Changes Automatically" flag is NOT checked stop and start the BG and APP services j. If multiple application servers please ensure you repeat d ~ j steps above.
2) Generate email notification by running a process with Action Items or schedule report with notification on completion.
3) Do it a few times on different application to kick start emails to be sent out
Note: Turning on the debugger degrades the performance of the application. So after getting the logs please turn debugger off.
