OWB: changes to financial status values do not save back to Clarity if the user does not have project Approve rights

After making updates in Open WorkBench, the changes are not saved back to the application if the user does not have project approval rights.

Steps to Reproduce:

  1. Create a resource and give them the following global rights :

    Project - Create
    Project - Edit Management - All
    Project - Edit Financial - All
    Project - Enable Financial
    Projects - Navigate

  2. Log in as the new resource/user
  3. Create a project
  4. Launch the project to OWB read/write
  5. On the Project Properties Advanced tab scroll to Financial Status
  6. Change it from Hold to Open
  7. Save back to Clarity and close OWB
  8. In Clarity view the projects Financial Status
  9. Note it is still Hold
  10. Change the status to Open and Save
  11. Note the status is now open
  12. Log in as admin and go to the resources global rights
  13. Add the following right:

    Project - Approve - All

  14. Log in as the new resource/user
  15. Navigate the the project and view the financial status
  16. Note it is still Open
  17. Launch the project to OWB
  18. Change the Financial Status to Closed
  19. Save to Clarity and close OWB
  20. View the Financial Status in Clarity
  21. Note it is now Closed

Expected Results: To be able to change and save the project without project approve rights same as Clarity 

Actual Result: You need the project approve rights to save changes to financial status in OWB
