Solution:
By modifying the functional access permissions for a specific role, the "Customize Scoreboard" menu can be removed for users of that role.
Login to Service Desk as an Administrator
Navigate to ADMINISTRATION - > SECURITY AND ROLE MANAGEMENT -> ROLE MANAGEMENT -> ROLE LIST

Select the ROLE of the users you would like to remove the "Customize Scoreboard" menu item (i.e. Level 1 Analyst)
Click on the "2. Function Access" tab

Click on EDIT IN LIST
Locate the "Stored Query" function and change the access level to NONE. Click SAVE.
