Yes there are formulas for calculating the maximum number of concurrent CA View users per DRAS server.

Solution:

Calculation for the number of concurrent CA View users for releases 11.7 and above.

      Databases= number of CA View databases
      Data sets   = number of data files data sets (extents) for ALL CA View databases)
                             + (number of data file data sets (extents) for All CA Deliver databases)
     maxusers   =  (maximum available below-the-line storage - (databases * 1616) - (data sets * 528)) / 2424) and drop the remainder

Example: 12MB memory = > 328 users per DRAS server
