eHealth Apache service fails to start on Windows

Issue/Introduction

Startup of the Apache http service fails with the following errors and error codes:

 

(OS 10013)An attempt was made to access a socket in a way forbidden by its access permissions. : AH00072: make_sock: could not bind to address  0.0.0.0:80

AH00451: no listening sockets available, shutting down

AH00015: Unable to open logs

Environment

CA eHealthMicrosoft Windows

Cause

Microsoft IIS and Microsoft WWW Publishing services can take the port which Apache is configured to use and block Apache from accessing it. This will occur if these Microsoft services are set to automatic startup and enabled.

Resolution

Either change the startup properties for the Microsoft IIS and Microsoft WWW Publishing services to Manual or Disable them.
