Issue/Introduction

Deleting the cost plan plan of record (POR) opens up the financial summary budget cost for editing even with an approved budget plan

Steps to Reproduce:

1. Create a cost plan for a project and make sure there is some planned cost in it
2. Submit the cost plan for approval and approve it (It becomes an approved budget plan and all the attributes under the planned and budget section on theĀ financial summary subpage areĀ read-only)
3. Delete all the cost plans in the project
4. Navigate to the financial summary page

Expected Results: The fields under planned section will be editable ,but since there is an approved budget plan, the fields under BUDGET should not be made editable.
Actual Results: Both sections - planned and budget are editable and allows the user to change the budget cost which ends up having different budget cost in budget plan and financial summary page.
