Create WIP adjustment is rounding off the quantity to nearest integer

Issue/Introduction

This is only an issue in systems built using the Postgres Database.

Steps to reproduce:

1. Login to Clarity Classic UI
2. Navigate to Financial Management -> Transaction Entry. Create a new voucher of the type 'Other' and add an entry
3. Select the appropriate project, task and resource. Under Units give 1.5 and cost, rate as 60 USD
4. Run Post to WIP
5. Navigate to Create a WIP adjustment screen and filter for the transaction date from Step 3
6. Click on the date and then click on "Calculate new Rates" at the bottom
7. Navigate to Approve WIP adjustment screen
8. Click on the date link to view the old and new rates.

Expected Results: Only rates should change.

Actual Results: Units are rounded off to the nearest integer. In this case it shows 2 instead of 1.5.
