Unable to enter data on Per Period Metrics when user locale uses comma as decimal separator

Issue/Introduction

Unable to enter numbers with decimals on Per Period Metrics when user locale uses comma as decimal separator

STEPS TO REPRODUCE:

1. Go To MUX > projects > Open any projects
2. Open the Staff tab
3. Add any per Period metrics, let say allocation
4. Enter an allocation value with decimals on any cell on the grid, let say 45.65
5. Value is saved
6. Change the user locale to Spanish, German, Italian ..... 
7. On the same cell try to enter a different value (with the comma decimal separator, ie 78,98)

Expected Results: Value to be saved
Actual results: The value is not saved. It you enter 78.98 (dot as decimal separator) the value is saved

Note: This happens on any Per period metrics: Staffing, Financial Plans ...
