Issue/Introduction

During the IPL of  z/OS 2.1, startup of CA COMMON SERVICES (14.1) task ENFSNMP fails with:

CEE5101C During initialization, the callable service BPX1MSS failed. The system return code was 0000000156 , the reason code was 0B0C00FD .

Environment

z/OS 1.13 or above
CA COMMON SERVICES 14.1
TOP SECRET 15.0/16.0

Cause

A TSSOERPT report shows USS violations, and the TSSUTIL report shows violations on the MVS side of things

Resolution

It is likely that the reports will show that the ENFSNMP acid has a UID associated with it, but does not have a GROUP or DFLTGRP associated with it. Issue the following command to correct the situation:

TSS ADD(ENFSNMP) GROUP(xxx) DFLTGRP(xxx)

TSS MODIFY OMVSTABS

where 'xxx' is the group and default group you want this acid to have.

After issuing this command, recycle the ENFSNMP region.

Once the above steps are completed, ENFSNMPM will start successfully.

 

Additional Information

Per IBM, z/OS V1.13 was the last planned release to support BPX.DEFAULT.USER.

My thought is on the z/OS 1.13 system, the ENFSNMP acid is picking up the GROUP and DFLTGRP from the OMVSUSR and OMVSGRP control options.

OMVSUSR and OMVSGRP are no longer used in z/OS 2.1 because of not supporting BPX.DEFAULT.USER.
