Error: "Storage policy cannot be deleted since it is currently in use" when deleting storage policy from an Organization

Issue/Introduction

• When deleting storage policy from VMware Cloud Director (VCD) the following error is encountered:
  
  Storage policy <Policy Name> cannot be deleted since it is currently in use.
• The storage policy cannot be removed from the Organization Virtual Datacenter (Org VDC) even though it is reporting as empty.

Environment

• VMware Cloud Director 10.6.x
• VMware Cloud Director Availability 4.x

Cause

This issue can occur when a replication is deleted from VMware Cloud Director Availability (VCDA) but the associated RT vApp is not deleted in Cloud Director.
