Can not find codepage IBM-1047/ISO8859-1

Issue/Introduction

Issue:

I am getting the following error message when I try to start the CSM tomcat server:

JVMJZBL2999E Invalid codepage supplied to iconv. Source='IBM-1047' target='ISO8859-1' .

Environment:

CA MSM Tomcat server, z/OS, OMVS 

Cause:

This is an environmental issue with z/OS, using the iconv command in OMVS to covert a file from one codepage to another fails with EDC5121I Invalid argument. For example:

iconv -f ISO-8859-1 -t ISO-8859-1 old.txt > new.txt

Resolution:

Apply IBM apar OA48941.
