Remote Control: Desktop wallpaper on remote host is not disabled

The following Remote Control policy is set to TRUE, however, the user's desktop wallpaper is still enabled:
Policy: DSM --> Remote Control --> Host --> General --> Always disable wallpaper
Client Automation (ITCM) -- any version.
If there is a Group Policy to enable Active Desktop, when RC connects it acts as the User and cannot disable Active Desktop nor remove the wallpaper set.
A group policy may be forcefully enabling an active desktop on the system, which will result in a wallpaper still getting displayed.
You can check if an Active Desktop is configured in Global Policy:
gpedit.msc --> Local Computer Policy --> User Configuration --> Administrative Templates --> Desktop
