CA Patch Manager accepted patches remain in the 'Packaging' state and do not move to the 'Testing' phase.

The following lines are observed in UPM.log file:

2015-11-07 10:35:32,514 [DownloadedPatchTask] ERROR [] - Error ocurred executing a DSM Webservice method. Reason: No elements copied
2015-11-07 10:35:32,671 [DownloadedPatchTask] DEBUG [] - releaseSession(): returning session to pool

CA Patch Manager 12.5 SP1, 12.8.

OS - Windows.

The problem could occur due to one of the following reasons:

1. The user account configured in Patch Manager for DSM connection is not the local Administrator

2. UAC (User Account Control) is enabled, restricting the user account

3. Incorrect Web Service URL configured

1. Make sure that the user account has Administrator privileges on the DSM Server and is mapped with Full control privileges under DSM Security profiles.

2. Turn off UAC (User Account Control) if it is enabled.

*Turning off UAC is not always required. If the first action does not resolve the situation, turning off UAC may help.

3. If the Patch Manager server and the DSM server are hosted on different machines with Web Services installed on both machines, then the Web Service URL of the Patch Manager server needs to be specified in the Web Service URL field. This is because the downloaded patches are stored on the Patch Manager server and the local Web Service call is used to register the package with the DSM Server.
