Issue/Introduction

This is a new lpar with Top Secret, just an empty security file (BDAM & VSAM).
At the start up of Top Secret, the following message is issued:

*TSS9040W SECURITY FILE ENCRYPTION UNAVAILABLE

TSSXTEND is used to copy to new security files specifying:

COPY SECURITY

OLDKEY=****************

NEWKEY=****************

The following is issued:

SECURITY FILE ENCRYPTION UNAVAILABLE
CUSTOMER KEY REQUIRED TO LOCK FILE

The TSSKTPRC module in TSSMNGR4 has been modify with the encryption key.

Resolution

The first half of the encryption key cannot match the second half of the encryption key. If it does, TSS9040W is issued.
