How can I add values to the Project 'Progress' attribute?

Issue/Introduction

Issue/Problem:

Would like to change current values in progress attribute under project object ('Completed' / 'Started' / 'Not Started'), however seem be is not possible, why?

Environment:

Applies to all supported PAS environments. 

Steps To Reproduce:

1. Administration / Data Administration / Lookups
2. Lookup ID: INVESTMENT_OBJ_PROGRESS
3. Click on Filter button
4. Click on 'Values' Tab

Resolution:

N/A - Working by design - This is a system restricted lookup the unique allowed change for this lookup is change the labels (translate icon), but is not possible deactivate or add new values
